NEMA developed this online toolkit to provide EMAC professionals with resources, building the skills and knowledge needed for proper and consistent implementation nationwide—before, during, and after disasters.

The toolkit was built in accordance with EMAC laws, EMAC standard operating procedures, National Incident Management Systems (NIMS) and Homeland Security Exercise and Evaluation Program (HSEEP) fundamentals.
