EMAC Pre-Event Preparation for Resource Providers

Course Description:
EMAC Pre-Event Preparation for Resource Providers reviews steps that Resource Providers should take prior to an emergency or disaster. The course reviews the EMAC Process, EMAC's legal protections, Resource Provider training and exercise responsibilities, and describes the Mission Ready Package - what it is - as well as why and how Resource Providers should develop and maintain one.

Target Audience:
Resource Providers: Response and recovery resource providers that may deploy through EMAC.

Successful Course Completion Criteria:
Learners must complete all course modules, learning checks, and pass the assessment with a minimum score of 70% to successfully complete the course, receive CEUs, and a certificate of completion.

Learning Outcomes:
Upon successful completion of this course, the learner will be able to:

  • Paraphrase what the Emergency Management Assistance Compact (EMAC) is, what it does, and describe its membership.
  • Summarize the legal framework under which resources are sent or received and why EMAC is implemented through the State Emergency Management Agencies (EMA) on behalf of the Governor.
  • Explain the EMA articles that provide legal protections to resources deploying through EMAC.
  • Recognize the 5 phases of the EMAC process.
  • Recognize how non-state resources can deploy though EMAC.
  • Describe Pre-Event Preparation responsibilities for Resource Providers and Deploying Personnel.
  • Describe the elements of the Mission Ready Package and why Resource Providers should develop and maintain an MRP prior to an emergency or disaster.
  • Recognize the value of the MRP and why it should be developed in coordination with your State Emergency Management Agency (State EMA).
  • Access resources to help you develop your MRP.
  • Consider national Tier 1 resource typing definitions or job title/position qualifications as your first step in developing your MRP.
  • Develop your own Mission Ready Package.


Prerequisites: None

Teaching Methodology: Blended approach incorporating visual, auditory, and kinesthetic activities.

Assessment: The assessment consists of 14 questions.
